Amends Title 25 of the Delaware Code to establish new regulations governing lot rent increases in manufactured home communities.

Limits lot rent increases to once per twelve-month period and requires increases to be reasonable and related to operational costs and market conditions of the community.

Mandates 60-day written notice of rent increases to home owners, including the amount, effective date, and contact information for discussing the increase or requesting a phase-in arrangement.

Establishes a three-tier dispute resolution process: direct meetings between home owners and community owners, mediation before the Governor's Advisory Council on Manufactured Housing (with a $150 filing fee), and binding arbitration before an attorney arbiter specializing in landlord/tenant law.

Presumes lot rent increases exceeding the national average inflation rate to be unreasonable unless the community owner demonstrates operational costs beyond their control necessitate the higher rent.
