Adds §3361 requiring all individual health insurance policies delivered in Delaware to cover recommended Pneumococcal, Human Papillomavirus, Varicella, and Zoster immunizations.

Amends §3558 to require health carriers to provide coverage without cost-sharing (copayments, coinsurance, or deductibles) for preventive services rated A or B by the United States Preventive Services Task Force and immunizations recommended by the Centers for Disease Control and Prevention's Advisory Committee on Immunization Practices.

Requires health carriers to annually review and update covered preventive services at the beginning of each plan year to align with current recommendations from federal health agencies.

Excludes grandfathered health plans from these coverage requirements and allows carriers to use reasonable medical management techniques to determine frequency, method, treatment, or setting for covered services.

Effective for policies issued or renewed after June 30, 2011, and becomes void if the Patient Protection and Affordable Care Act is declared unconstitutional by the U.S. Supreme Court.
