Senate Concurrent Resolution No. 13 Summary

• Requests Delaware Department of Transportation study building and maintaining non-motorized travel connections (walking and bicycling paths) within and between Delaware cities and towns.

• Directs DDOT to create interconnected networks of walkways and bikeways on independent right-of-way outside existing roadways, connecting population centers with workplaces, schools, residences, businesses, recreation areas, and community activity centers.

• Requires DDOT to identify strategic funding sources for creating and maintaining walkways and bikeways separate from routine maintenance and general road projects.

• Mandates DDOT report annually to the Bond Committee on progress made in designing and constructing interconnected networks of pedestrian and bicycle facilities.

• Establishes that DDOT should lead coordination efforts with counties, municipalities, metropolitan planning organizations, and other state agencies to plan, prioritize, and fund these non-motorized transportation systems.
