Expresses support for Delaware's No Child Left Inside / Children in Nature Initiative and its partner organizations working to connect children with outdoor experiences.

Recognizes that Delaware children spend an average of 44 hours per week on screens and nearly 40% are overweight or obese, with outdoor activity and nature exposure cited as important for physical, emotional, cognitive and spiritual development.

Establishes that the Children in Nature Task Force, formed in January 2010 by the Department of Education, Department of Natural Resources and Environmental Control, Department of Health and Social Services, and multiple conservation organizations, shall produce annual progress reports to the General Assembly with recommendations.

Affirms that every Delaware child should have safe opportunities to engage in outdoor activities including climbing trees, fishing, hiking, swimming, biking, camping, gardening, and learning about the state's natural heritage.

Requests that annual reports include recommendations on ensuring underserved populations have access to natural areas, promoting healthy lifestyles to combat childhood obesity, expanding green space access through school and community programs, and improving environmental education.
