Urges the President and Congress to enact comprehensive national immigration reform legislation to address the absence of an updated federal immigration policy.

Recommends a "zero tolerance" policy for undocumented immigrants who commit violent crimes and dangerous felonies.

Calls for strengthened employer penalties for knowingly employing undocumented workers, particularly those exploiting such workers.

Requests a temporary worker program based on economic needs with a pathway to legal permanent residency, and a pathway to citizenship for an estimated 11-12 million undocumented immigrants requiring criminal background checks, payment of back taxes, and English language proficiency.

Proposes incorporating DREAM Act provisions to provide conditional permanent residency to undocumented immigrant students who arrived as minors, graduated from U.S. high schools, possess good moral character, and have resided in the country continuously for at least five years.
