Establishes a Criminal Justice Statistical Review Committee to oversee work of the Delaware Statistical Analysis Center on race and incarceration research.

Committee membership includes a chairperson appointed by Joint Finance Committee co-chairs, representatives from the Office of Management and Budget, Controller General's office, Attorney General, Department of Correction, Chief Justice, and one public member.

Committee shall review Statistical Analysis Center data, make policy recommendations, serve as liaison between the center and state agencies, and assist with other criminal justice statistical analysis and research.

Directs the Statistical Analysis Center to publish a race and incarceration study on its webpage by June 30, 2011, with additional reports to follow if resources become available.

Expresses gratitude to the Statistical Analysis Center for its work and directs the Criminal Justice Council to identify and secure funding sources for these research efforts.
