Urges the Delaware Heritage Commission to conduct Delaware's official observance of the 150th Anniversary of the Civil War from 2011 to 2015 through special events and publications.

Directs the Heritage Commission to assist historical societies, Civil War Round Tables, and similar organizations in planning and carrying out their own commemorative events.

Requires the Heritage Commission to work with the Delaware Public Archives, Delaware Historical Society, and Delaware Division of Historical and Cultural Affairs to develop educational resource materials about Delaware's role in the Civil War for use by school children.

Acknowledges that while no Civil War battles occurred on Delaware soil, thousands of Delawareans participated in the conflict and Delaware sites like Fort Delaware and the du Pont gunpowder mills played integral roles in the war.

Requires the Heritage Commission to distribute copies of the resolution to interested organizations and persons upon passage.
