Creates a Task Force to evaluate options for reducing Delaware's public school districts from 19 to no more than 5 districts.

Task Force composition includes 2 representatives from the Department of Public Education, 2 members appointed by the Speaker of the House, 2 members appointed by the President Pro Tempore of the Senate, and 3 members appointed by the Governor, with no public school district employees eligible for membership.

Task Force shall analyze costs, savings, and other factors related to consolidating school districts to improve operating efficiencies and reduce administrative costs.

Public school districts are urged to avoid entering new personnel contracts for staff, administrators, or transportation that extend beyond June 30, 2014.

Task Force must submit written recommendations to the Governor, Speaker of the House, and President Pro Tempore by June 1, 2012, with implementation required by July 1, 2014.
