Governor establishes an Independent Council with relevant expertise to evaluate all state services and products

Independent Council must create a prioritized listing of all state services and products, starting with a clean slate and transformational approach

Council must develop detailed short-term and long-term options and a comprehensive five-year plan for reorganizing and restructuring state government to deliver services efficiently and effectively

Analysis must include consolidation of state services and operations, and options for divesting state real estate and consolidating operations in leased properties

Council must report findings and recommendations to the Governor and General Assembly by the first day of the 2012 General Assembly session
