Establishes comprehensive procedural rules for the Delaware State Senate's 146th General Assembly, including order of business, member attendance, and legislative processes.

Senate convenes Tuesday, Wednesday, Thursday at 2:00 p.m. with all proceedings public; members must attend or notify the President Pro Tem.

Bills and joint resolutions require first reading by title, committee assignment, and final reading; bills can be deferred twice before mandatory consideration or removal from agenda.

Standing committees must hold pre-announced meetings, act on bills within 12 legislative days, and majority votes cannot be withheld by committee chairs; bills failing committee action can be petitioned out.

Establishes rules for voting (roll call by majority), reconsideration within three legislative days, conduct and debate standards, and creates 25 standing committees including Finance, Judiciary, Education, and others to handle appropriate legislative matters.
