Requires all contractors, subcontractors, and their employees who access public school premises to undergo criminal history background checks and child protection registry checks, with criminal checks no more than 2 years old at time of engagement.

Prohibits access to school premises for anyone convicted in the last 5 years of crimes listed in Delaware Code § 4201(c), anyone on the Child Protection Registry at Level III or IV, or anyone ever convicted of a felony sexual crime against a child.

Contractors and subcontractors must pay for required background checks and results are forwarded to public schools in accordance with existing procedures.

Permits unvetted contractors to access school premises if accompanied at all times by school staff or authorized agents, and allows emergency access without prior checks during disaster situations.

Directs the Department of Education to develop a standardized identification badge system for contractors and employees who pass required background checks, effective January 30 of the year following enactment.
