Requires all applicants for educator licensure in Delaware to pass an examination of general knowledge (such as PRAXIS I) before receiving an initial license, eliminating the current grace period to pass after issuance.

Mandates that Alternative Route to Certification (ARTC) candidates must pass PRAXIS I testing prior to program participation rather than during the program.

Defines "specialist" as educators other than teachers or administrators licensed to provide professional support services, including school counselors, library media specialists, school psychologists, social workers, and nurses.

Permits specialists to complete supervised practical experience alternatives to traditional student teaching, such as supervised internships, practicums, or clinical experience, as defined by state regulations.

Does not apply to vocational trade and industry (Skilled and Technical Sciences) teachers and takes effect immediately upon enactment.
