Grants Family Court jurisdiction over parents and legal guardians of minor children charged in delinquency actions under Chapter 10 of Delaware Code.

Authorizes Family Court to order parents/guardians to attend all judicial proceedings, medical evaluations, and psychological evaluations involving the child.

Allows Family Court to require parents/guardians to cooperate with the Department of Services for Children, Youth and Families (DSCYF) in monitoring and implementing bail conditions or sentencing orders.

Permits Family Court to mandate parental attendance at individual counseling sessions for the child and/or completion of parenting classes.

Authorizes Family Court to impose civil or criminal contempt findings against parents/guardians for non-compliance with court orders, while allowing affirmative defenses if the parent or guardian made substantial efforts to comply but was unable to cause the child to comply.
