Amends Section 301 of Title 26 of the Delaware Code to establish a ceiling on switched access rates charged by public utilities.

Prohibits public utilities from assessing switched access rates higher than those set by the service provider serving the largest number of local exchange access lines in Delaware.

Provides regulatory parity by applying the same rate ceiling requirement that currently exists under Section 707 to all carriers regardless of regulatory scheme.

Closes a regulatory loophole and ensures equal treatment of all Delaware telecommunications carriers under unified rate standards.
