Transfers authority to review and approve water conservation plans and certifications of adequate water supply from the Public Service Commission to the Water Supply Coordinating Council for investor-owned water utilities.

Removes the term "nonjurisdictional" throughout the relevant sections and eliminates outdated references and dates (strikes "on or before April 1, 2004" and updates year from 2009 to 2014).

Requires water utility conservation plans to include consumer education on efficient water use, water conservation rates, water-efficient equipment, and costs of water loss through leakage, plus annual evaluations of plan effectiveness.

Deletes subsections (c), (d), (e), and (f) from §1406 and renumbers remaining subsections while clarifying that the Commission retains jurisdiction over rates of jurisdictional water utilities, including conservation rates.

Removes §1404 entirely and makes conforming amendments to cross-references in other sections of Title 26.
