Restructures the state funding formula for Delaware's 33 public libraries, distributing over $4 million annually in public library standards funds starting in fiscal year 2012

Allocates 40% of funds based on actual local expenditures for library services and 40% based on per capita population served by each library system

Reduces Division of Libraries retention from 20% to 10% for statewide library services, cooperative planning, and evaluation

Allocates the remaining 10% to fund countywide or regional services through anchor libraries, with flexibility to temporarily assist libraries impacted by census changes or new library construction

Addresses unintended imbalance in the 1984 formula that shifted too much funding toward local spending calculations rather than population-based distribution
