Adds new subsection (3) to § 4116 prohibiting drivers from driving below the posted speed limit in the left lane of a multilane roadway when it impedes other vehicles from passing, except when making a legal left turn or lawfully exiting left.

Renumbers existing subsection (3) to subsection (4), which requires motor vehicle drivers approaching bicyclists to either change lanes into a non-adjacent lane when safe and possible on roadways with at least 4 lanes, or reduce speed and maintain a minimum 3-foot clearance distance.

Left lane slow-driving violations subject to penalties under § 4205 of Delaware Code.
