Designates the Delaware State Council for Persons with Disabilities as the primary brain injury council for the state.

Requires the Council to establish a standing brain injury committee to facilitate prevention and centralized interdisciplinary planning and improved service delivery for individuals with brain injuries.

Specifies the committee must include directors from nine state divisions/departments (Public Health, Developmental Disabilities Services, Substance Abuse and Mental Health, Aging and Adults with Physical Disabilities, Prevention and Behavioral Health Services, Vocational Rehabilitation, and Department of Education's Exceptional Children division), plus chairs of the Governor's Advisory Council for Exceptional Citizens and the Developmental Disabilities Council.

Mandates minimum of three brain injury survivors or family members and representatives from prevention, planning, veterans and service delivery organizations including the State chapter of the Brain Injury Association of America and the state protection and advocacy agency.

Formalizes statutory recognition of the brain injury committee, which has operated informally since 2003, to enhance eligibility for competitive federal brain injury grant funds.
