Authorizes establishment of two new video lottery casinos, one in New Castle County and one in Sussex County, through a competitive application process.

Creates a nine-member Lottery Economic Development Committee with minimum qualifications in finance, accounting, or banking to select casino locations and award licenses based on state revenue projections, employment impact, and economic benefits.

Establishes a two-stage licensing process providing temporary licenses allowing operation of 50% of authorized machines for up to 36 months, followed by permanent license approval upon substantial compliance with application terms and facility completion.

Increases minimum harness racing days from 80 to 120 days for existing licensees and sets 100-day minimum for certain licensees, while new video lottery casinos without existing racing operations must conduct 35 days of harness racing for first three years.

Directs Secretary of Finance to submit proposal within 120 days for imposing one-time and ongoing license fees on new video lottery casinos to create competitive parity with existing video lottery agents operating racing facilities.
