Prohibits variable message signs (VMS) from being erected or placed within 1,000 feet of State Route 1 toll highway, facing the same direction of travel and visible to drivers, except for official Department of Transportation signs within the highway right-of-way.

Defines "variable message sign" as a sign with characters, letters, or illustrations that can be changed electronically or mechanically without physically altering the sign's surface, with messages changeable in the field or remotely.

Applies restrictions specifically to the portion of State Route 1 running from its merge point with U.S. Route 13 below State Route 71 to its merge with the southbound on-ramp of State Route 9.

Grandfathers seasonal movable variable message signs on the eastern side of State Route 1 between the Chesapeake and Delaware Canal crossing and Pole Bridge Road if such use existed before the Act's effective date.
