Renames Delaware Code § 1918 to "Renewal of license; lapse of license; late renewal; penalties; retirement from practice; temporary permit to practice."

Eliminates delays in the renewal process caused by criminal background check requirements for reinstatement, preventing potential interruption to patient care.
