Renames the Delaware Compensation Commission to the Delaware Salary Survey Commission and redesignates it as an advisory commission rather than a binding authority.

Changes the commission's salary recommendation report from automatically taking effect unless rejected by the legislature to an advisory report that does not bind the Governor, General Assembly, or Joint Finance Committee.

Shifts authority over salary increases for covered officials from the commission to the annual budget process, aligning compensation decisions with the process used for general state employees.

Retains existing commission members as members of the new Delaware Salary Survey Commission while maintaining the same organizational and administrative procedures where possible.

Allows the advisory commission's reports to inform salary adjustments when market conditions warrant changes, but limits implementation of any adjustments to the budget or legislative process.
