Prohibits health insurers, health service corporations, and managed care organizations from denying coverage to children under age 19 due to pre-existing conditions in individual health insurance policies.

Prohibits denial of coverage for pre-existing conditions in children under age 19 in group or blanket health insurance policies.

Requires policies to either provide guaranteed issue coverage without pre-existing condition exclusions, or offer coverage during an open enrollment period on the first day of each calendar year.

Voids all provisions of the act if the Patient Protection and Affordable Care Act (P.L. 111-148) or the Health Care and Education Reconciliation Act of 2010 (P.L. 111-152) are declared unconstitutional by the U.S. Supreme Court.
