Eliminates sunset provisions of the Delaware Hazardous Substance Cleanup Act, which has facilitated cleanup of 21 federal Superfund sites, 204 state-led sites, 155 Brownfield properties, and 187 leaking underground storage tank locations.

Extends the ten-year sunset provision for financing of the Hazardous Substance Cleanup Fund with a new sunset date of January 1, 2022.

Extends indefinitely the exemption for transactions among petroleum wholesalers that was previously scheduled to expire on January 1, 2015.

Strikes Sections 2 and 3 of Chapter 353, Volume 72 of Delaware law.

Includes a severability clause ensuring that any portion ruled unconstitutional or invalid will not impair the remainder of the Act.
