Removes the authority's ability to place a lien against property of persons who fail to pay assessments to the Delaware Manufactured Home Relocation Trust Fund.

Establishes a 30-day grace period after the quarterly due date for landlords to remit both their portion and tenants' portion of assessments before the Authority can take legal action.

Requires the Authority to provide written notice to delinquent landlords, giving them 7 additional days to pay before legal action may be initiated.

Allows the Authority to recover interest at 1% per month on unpaid assessments, plus reasonable attorney's fees, costs, and expenses if it obtains a judgment.

Creates an affirmative defense for landlords claiming tenant non-payment, with a rebuttable presumption that tenants have paid their required assessment amounts in full.
