Lowers blood alcohol concentration threshold from 0.20 to 0.15 for DUI violations triggering ignition interlock device requirements.

Changes first offense penalties from 6 months to 12 months imprisonment and removes mandatory alcohol evaluation/rehabilitation from initial sentencing.

Establishes third DUI offense as a Class G felony with 1-2 years imprisonment, with first 3 months served at Level V without suspension, and allows suspension of up to 9 months if offender completes drug/alcohol abstinence and treatment programs.

Adds mandatory ignition interlock device requirement and $2,000 fine with 60-day imprisonment for anyone convicted while already subject to interlock restriction.

Extends lookback period for prior DUI offenses from 5 years to 10 years for determining repeat offender penalties, effective June 30, 2012 for new offenses.
