Amends Chapter 22, Title 9 of the Delaware Code to add Section 2221 regarding sewage pump maintenance in New Castle County.

Requires New Castle County to pay all expenses, costs, and fees for maintenance, operation, and replacement of grinder pumps or other sewage pumps and waste management devices installed by the County in connection with the New Castle County Sewer Rehabilitation Project.

County's obligation to pay for pump maintenance extends in perpetuity for any residence where the County deems such installation necessary.

Exempts the County from any obligation or liability for maintenance costs if a pump or waste management device was installed by the property owner or their representative before the sewer project commenced or after it was completed.
