Raises the exemption threshold for newspaper advertising and hearing requirements on water well construction permits from 50,000 gallons per day to 1,000,000 gallons per day under normal operations

Authorizes the Secretary of Natural Resources and Environmental Control to waive advertisement and hearing requirements for irrigation well permits under specific conditions

Waiver applies only to replacement irrigation wells where the original well already has a valid allocation permit and the replacement will not exceed permitted amounts

Waiver eligibility limited to permit applications submitted during the growing season (April 1 through October 1)

Designed to expedite irrigation well construction permits during growing season to prevent crop losses from permitting delays
