Creates two new electrician license categories: journeyperson electrician and apprentice electrician under Delaware Code Title 24.

Journeyperson electrician applicants must be at least 20 years old, complete a Board-approved apprenticeship program, and have over 8,000 hours of full-time electrical work experience under a licensed electrician; those meeting experience requirements as of June 30, 2012 may have apprenticeship and examination requirements waived.

Apprentice electrician applicants must be at least 18 years old (or enrolled in a Board-approved vocational program) and enrolled in or have completed a Board-approved apprentice program.

Requires apprentice electricians to work under direct onsite supervision of a licensed master electrician, master electrician special, limited electrician, limited electrician special, or journeyperson electrician, with the supervising electrician held responsible for the apprentice's activities.

Eliminates the exception allowing unlicensed persons to perform electrical work under supervision of licensed electricians, effective June 30, 2012.
