Adds new Section 1511 to Delaware Code Title 14, Chapter 15 requiring public schools and school districts to provide written explanations when rejecting contract bid proposals.

Unsuccessful bidders may request a written explanation within 5 working days of receiving notice that their bid was rejected.

Public schools must provide written notification within 10 working days of receiving a request, detailing reasons for rejection including non-responsiveness, financial irresponsibility, or existence of a lower bid from a qualified bidder.

Directs schools to provide detailed explanations sufficient to inform losing bidders of all reasons for denial so they can improve future bids.

Aims to promote competitive bidding and more efficient use of public funds by enabling bidders to understand how to strengthen their proposals for future contract opportunities.
