Creates special license plates for members of the Marine Education, Research and Rehabilitation Institute, Inc. with the letters "MERR" and consecutive numbering starting at 1

Applies only to private passenger vehicles and trucks with three-quarter ton or smaller manufacturer's rated capacity

Requires a one-time $50 fee upon initial application ($15 administrative fee for the Division of Motor Vehicles, $35 for the organization) in addition to annual registration fees

Mandates the organization certify that applicants are active members before plates are issued

Requires plate return within 90 days upon notification from the organization that a member is no longer affiliated or has died
