Modifies the Community Environmental Project Fund to require civil or administrative penalties to be expended on projects within the same community where the infraction or violation occurred.

Requires the Secretary to maintain records ensuring each civil or administrative penalty amount remains associated with its respective infraction or violation and the location where it occurred.

Defines "within the community" as either within a 10-mile radius of where the infraction or violation occurred or as determined by the Secretary in consultation with the Community Involvement Advisory Council under Title 29, Section 8016A.
