Requires all voters to present current and valid picture identification when entering a polling place, including Delaware driver's license, Delaware ID card, U.S. passport, U.S. military ID, or other government-issued identification.

If the picture identification lacks a signature, voters must provide an additional form of identification containing their signature.

Allows voters without required identification to cast a provisional ballot, with validity determined by the Board of Canvass.

Companion bill to a proposed constitutional amendment authorizing the General Assembly to establish photographic and signature identification requirements for voting.

Bill is modeled after Florida law; similar requirements exist in thirteen states including Georgia, Indiana, Texas, and Wisconsin.
