DE HB201

Renames the Regulatory Flexibility Act to the "Regulatory Flexibility and Oversight Act" to emphasize legislative oversight and transparency objectives.

Requires state agencies proposing to adopt or amend enforceable rules and regulations to prepare and publish detailed regulatory impact statements containing statutory basis, purpose, affected parties, compliance methods, costs, enforcement mechanisms, and public benefits.

Makes failure to prepare a regulatory impact statement render the proposed rule or regulation null and void and subject to judicial review under administrative procedure standards.

Exempts emergency rules, procedural rules, non-substantive technical corrections, and amendments conforming rules to changes in basic law from regulatory impact statement requirements.

Mandates agencies provide copies of regulatory impact statements to relevant General Assembly standing committees at time of publication to enable legislative oversight.
