Requires employee organizations seeking certification to obtain signatures from at least 30% of the combined total of unrepresented state employees and employees currently represented by the organization in the relevant unit.

Establishes 90-day timeline for the Board to dismiss or order an election, with elections to be conducted within 60 days of the Board's order.

Extends the period before a new representation petition can be filed from 150 days to one year.
