Reduces House of Representatives from 41 members to 41 members serving 2-year terms, with each district electing one representative.

Redefines all 41 representative district boundaries using detailed geographic descriptions with specific roads, waterways, and census-designated areas as boundary markers.

Requires county election departments to prepare and certify district maps, with copies filed by January 1, 2012 to the State Election Commissioner, county recorders, major political parties, and state archives.

Establishes that recorded maps serve as prima facie evidence of correct district boundaries in legal proceedings and allows road designation terms (avenue, boulevard, street, etc.) to be used interchangeably.

Includes severability clause ensuring that if any district or provision is found invalid, remaining districts and provisions remain in effect.
