HB 213 Summary

• Authorizes the Department of Education to conduct audits, evaluations, and research on education programs, including developing predictive tests and administering student aid programs.

• Allows the Department to collect, integrate, and report longitudinal student and educator data for federal and state accountability measures, program evaluation, and compliance purposes.

• Expands the P-20 Council membership to include the Secretaries of Labor and Services for Children, Youth and their Families; the Chief of the Delaware Chief School Officers Association; the President of the Delaware State Education Association; and the President of the Charter School Network.

• Permits educational institutions and postsecondary programs to disclose education records to the Department through written agreements that comply with the Family Educational Rights and Privacy Act for audit and evaluation of state and federal education programs.

• Authorizes the Department to promulgate regulations governing longitudinal data systems, the collection, use, maintenance, and sharing of educational records in consultation with the P-20 Council and in compliance with federal privacy and confidentiality laws.
