Implements People First Language throughout Delaware Code by reordering phrases to place persons before disability descriptions (e.g., "persons with disabilities" instead of "disabled persons")

Replaces outdated and offensive terminology including "mental retardation" with "intellectual disability," "mental illness" with "mental condition," and "infirm" with "impaired"

Removes insensitive terms such as "idiot," "lunatic," "crippled," "handicapped," "birth defects," and "epileptic," substituting respectful alternatives throughout 16 titles of Delaware Code

Amends definitions and references across criminal justice, education, health, welfare, real estate, employment, and elder care statutes to comply with People First Language principles

Applies 382 individual amendments to Delaware Code sections spanning Titles 1, 4, 6, 7, 10, 11, 12, 14, 16, 19, 20, 21, 25, 29, 30, and 31
