Prohibits memoranda of agreement with counties having populations greater than 500,000 from exempting applications, developments, rezonings, or redevelopments from the Department of Transportation's Regulations for Subdivision Streets and Highway Access.

Establishes traffic volume thresholds requiring traffic impact studies: 120 vehicles per hour or 400 vehicles per 10-hour period for commercial sites; 200-400 vehicles per day for residential developments depending on number of entrances; 150 vehicles per day or 25 vehicles per hour for rezonings.

Exempts churches, houses of worship, and non-profit charitable organizations from traffic impact study requirements.

Requires traffic impact study results to be submitted to the Department prior to county rezoning applications and presented to county planning bodies before public hearings.

Mandates that redevelopment projects maintain Level of Service D at adjoining intersections or demonstrate no additional traffic generation, with requirements for Department review of traffic study procedures and enforcement penalties within 90 days.
