Adds new section 107 to Title 18 of Delaware Code allowing electronic delivery of insurance notices and documents to applicants, insureds, and policyholders via email or electronic networks.

Requires insurers to obtain affirmative prior consent from parties before delivering notices electronically, with clear disclosure of rights, options, fees, hardware/software requirements, and withdrawal procedures.

Electronic delivery is deemed equivalent to traditional mail delivery methods and must comply with the Uniform Electronic Transactions Act and federal Electronic Signatures in Global and National Commerce Act.

Allows parties to withdraw consent at any time without penalty or consequence not previously disclosed, with withdrawal effective within a reasonable timeframe after insurer receipt.

Extends electronic delivery requirements to regulatory filings and exchanges with the Delaware Department of Insurance under Title 21 section 2118(a)(2)f.
