Prohibits the State Escheator from initiating examinations or seeking payment of abandoned property for any calendar year prior to 1995.

Prohibits the State Escheator from initiating examinations or seeking payment for any calendar year prior to 2001 with respect to holders who have entered into an unclaimed property voluntary disclosure agreement with the State.

Establishes a three-year statute of limitations for issuing a Statement of Findings and Request for Payment after receipt of any required report filed on or after July 22, 2002.

Removes the statute of limitations restriction for cases where no report is filed or where a fraudulent report was filed with intent to evade payment obligations.

Replaces the term "notice of deficiency in payment" with "Request for Payment" throughout relevant sections of Delaware Code Chapter 11, Title 12.
