Allows Delaware Superior Court to permit non-profit legal service providers to serve in the role of HUD-approved housing counselors in the residential mortgage foreclosure mediation process.

Clarifies that Delaware non-profit legal services entities can be used wherever HUD-approved housing counselors are required or permitted under the Automatic Residential Mortgage Foreclosure Mediation Program.

Preserves the existing authority granted to Legal Services Corporation of Delaware under Superior Court Administrative Directive No. 2011-2 to participate in the mediation program.

Maintains the Superior Court's discretionary authority to make necessary rules and adjustments to the foreclosure mediation program mechanics as needed.
