Creates new reporting requirement (§5814, renumbered §5815) mandating public officers disclose family member employment at state agencies, school districts, organizations receiving state funding, and entities like the University of Delaware, Delaware State University, and Delaware Technical & Community College

Defines "family member" broadly to include parents, siblings, spouse, live-in companion, children, in-laws, nieces, nephews, and grandchildren for purposes of the employment disclosure requirement

Requires disclosure within 14 days of becoming a public officer and annually by March 15th, including hire date, relationship, employer name/address, and position held

Applies disclosure obligation to public officers with family members employed by non-profit entities that have received, applied to receive, or are scheduled to receive state grant-in-aid funding

Establishes violations as class B misdemeanor for willful failure to file and class A misdemeanor for knowingly filing false reports, with Superior Court jurisdiction and referral authority granted to the Commission and Attorney General
