Adds a new subsection (E) to Delaware Code Title 7, Section 4701(a)(5) establishing a 50% discount on annual state park entrance fees for honorably serving or honorably served members of the armed forces of the United States and Delaware National Guard who own Delaware-registered motor vehicles.

Requires applicants for the military discount to furnish proof of service in the armed forces, vehicle ownership, and Delaware vehicle registration at the time of application.

Applies the discount only to veterans and service members who do not qualify for the existing free admission program for those discharged within 12 months of service in Operation Iraqi Freedom or Operation Enduring Freedom.

Designates all fees collected under this program for park operations and maintenance purposes only.
