Permits spouses of military members assigned to a duty station in Delaware to apply for provisional licenses valid up to 6 months while their full license application by endorsement or reciprocity is pending.

Extends the expiration dates of licenses and permits for deployed active duty, activated Reserve, and National Guard military personnel for 180-270 days after returning from deployment, depending on continuing education requirements.

Allows military-connected spouses to apply for provisional licenses in any profession regulated by the Division of Professional Regulation if they hold an active license in good standing in another state with substantially similar requirements.

Requires spouses of qualifying military members to be verified as such through official documentation and applies protections only to those whose military sponsor is assigned to a duty station in Delaware.
