Adds a $100 penalty assessment for all crimes committed against persons 62 years of age or older, imposed at time of sentencing and not subject to suspension.

Creates the "Senior Trust Fund" to receive collected penalty assessments, administered by the Director of the Division of Services for Aging and Adults with Physical Disabilities.

Designates Senior Trust Fund revenues for new or expanded aging services programs provided by community-based service organizations.

Requires the Division Director to submit annual spending plans to the Office of Management and Budget and Controller General by September 30 for approval before any funds are expended.
