Amends Section 322(a) of Title 22 of the Delaware Code to permit the chief engineer of the street and sewer department (or public works commissioner) and the city solicitor to delegate their zoning board of adjustment duties to authorized agents, mirroring the existing delegation authority of the mayor.

Responds to a Delaware Supreme Court ruling in Friends of H. Fletcher Brown Mansion v. The City of Wilmington that found the Wilmington Zoning Board of Adjustment was improperly constituted because current law only allowed the Mayor to delegate duties, not the Chief Engineer and City Solicitor.

Applies to cities and incorporated towns that have not adopted a home rule charter under Chapter 8 of Title 22.

Takes effect immediately upon enactment.
