Prohibits automobile insurance companies from requiring vehicle data-reporting devices unless mandated by law, but allows voluntary installation by insureds for premium discount consideration.

Prevents insurers from canceling, modifying, or increasing premiums based on driving data collected from voluntary data-reporting devices, and prohibits adverse financial consequences for non-participation.

Requires the Insurance Commissioner to design a disclosure form listing all uses of collected data, including law enforcement monitoring of accidents, court evidence, and subpoenaed legal proceedings.

Restricts insurance companies from sharing collected data with other entities except with the policyholder's consent or pursuant to a court subpoena, and requires prevention of access by mechanics and repair facilities.

Makes unauthorized use, release, or disclosure of vehicle data-reporting device data by an insurance company or its agents a class G felony.
