Replaces outdated and offensive terminology throughout Delaware's criminal code with "people first language," including replacing "mental defect" with "serious mental disorder" and "mentally retarded" with "intellectual developmental disorder"

Changes references to "infirm adult" to "adult who is impaired" and "incompetent person" to "person who is incompetent" throughout the criminal statutes

Amends definitions in § 222 to remove the term "mental defect" and add new definition for "serious mental disorder" as a condition of the brain or nervous system recognized as defective by the medical profession

Updates multiple criminal code sections including those addressing insanity defenses (§ 401), competency to stand trial (§ 404), and provisions regarding capital punishment (§ 4209) to use updated terminology

Changes the title of Subchapter V of Chapter 5 from "Offenses Relating to Children and Incompetents" to "Offenses Relating to Children and Vulnerable Adults"
