Requires the Department of Education to submit a report to the General Assembly by January 20, 2015 on the effectiveness of the Teach for America Program and all Delaware alternative route teacher licensure and certification programs.

Mandates the report be conducted by an independent evaluator selected through a Request for Proposal (RFP) process, with an RFP committee comprised of Department of Education and local educational agency representatives.

Requires the report to include comparative analysis of student performance in statewide assessments between classrooms taught by alternative route program participants and non-alternative route educators.

Requires analysis of program participant retention rates, including data on participants remaining in original placement schools, remaining in teaching profession, and remaining in the education field generally.

Requires the report to cover academic years August 1, 2010 through July 1, 2014, plus any other relevant academic periods determined by program evaluators.
